Lead Building and Safety Permit Specialist Job Summary Leads, schedules, reviews and participates in the processing of development permit applications in the Building & Safety Division. Reviews plans and performs minor plan checks. Major Duties Leads, schedules and coordinates the daily work activities of the Building & Safety counter staff. Ensures that counter staff meets and responds to the Department’s customer service objectives, standards and goals and follows division and department policies and procedures. Tracks and monitors the progress of development permits and ensures staff are completing work within prescribed deadlines. Conducts minor plan checks to verify code compliance and issues appropriate permits.   Assists the public either by telephone, in person or in writing with inquiries or information related to the status of development permits.   Meets with the public or other City staff to review the status of permit activity. Develop reports, handouts, forms and correspondence related to permit processing. Coordinates approvals for and prepares Certificates of Occupancy.   Coordinates with staff from other City departments and outside agencies on permit procedures and status reports.

Interprets code requirements for members of the public and City staff. Advises the public on plan submittal, routing and record requirements, proper fee determination and approval status for permit issuance.    Performs other related duties, as assigned. Minimum Qualifications Knowledge, Abilities and Skills:   Knowledge of: Principles, practices and procedures related to processing planning and building permits. Principles, practices and methods of architectural, plumbing, mechanical and electrical design and construction. Building plans, codes and ordinances. Basic supervisory techniques. Effective training and coordinating techniques. Effective customer service techniques.

Ability to:

Lead and coordinate the work of others. Keep accurate and detailed records. Develop, recommend and implement polices and procedures. Learn and implement new procedures and technology. Communicate effectively, both orally and in writing. Establish and maintain effective and cooperative working relationships with City employees and the general public. Resolve conflicts and effect solutions to both technical and non-technical problems. Provide effective customer service. Read and interpret architectural, plumbing, mechanical, and electrical drawings and specifications and determine applicable building and zoning code requirements.   Skill in: Leading and coordinating the work of others. The use of personal computers and applicable software applications.

Education, Training and Experience:   Graduation from an accredited college with an Associate’s degree or 60 semester units in Public or Business Administration or a closely related field. Four years of recent, paid progressively responsible work experience in a private or public agency involved in regulatory functions, permit processing or a closely related field which has included a high level of public contact. Additional relevant work experience may substitute for the required education on a year for year basis.   Licenses and Certificates: Possession of, or the ability to obtain, a valid California class C driver license. Possession of a valid Permit Technician certificate from the International Code Council (I.C.C.). NOTE:  If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.

SELECTION PROCESS: All applicants will be reviewed and only those candidates determined to be most qualified on the basis of experience, training and education, as submitted, will be invited to participate further in the selection process.
